no electricityto fuel pump

No power to fuel pump. checked fuses , changed relay Pump runs when a wire is connected from battery to pump. Voltage under back seat was 8.5 volts until interior lights relay kicked it , then went to zero volts. Also lost power to drivers seat, power locks and trunk pull down
CHECKED RELAY SOCKET WIREING. lOOKS NORMAL
94 Buick park avenue Someone suggested changing the PCM, Has a New battery. What say you... Anyone???
