Then why don't they demand that every dog sold be chipped and that if someone buys a dog and then dumps it in the shelter they pay till that dog is given a new home or put down, plus a fine....and if the dog is put down they can't ever get another one, same with any other animal...if a person wants a pet they should darn well know how to be responsible for it or dont give them the chance to have one......Then the shelters would only be needed for dogs lost.
