In America he would have died. Doctor's won't hardly look your direction without a notarized release, liability riders, a witness etc. And the worse part is we, the patients, are better off for it.
(not sure my subtle meaning was expressed i.e. American doctors suck, vier one iota from their routine treatment area and they shuffle you to the medical neither world)

In America, for some strange reason, a lot of the older ER doctors don't believe in opening up the skull to prevent these post-impact swelling injuries to the brain.

So the treatment head injury patients receive varies wildly depending on who happens to be on duty when they come to the ER.
