Diversion noted. FDR was President when Japan attacked and the intelligence said the were. FDR wanted the war, but the American people did not. By letting the (cough) surprise attack happen it changed the minds in America and got rid of his high unemployment.

There isn't any evidence that FDR knew that Pearl Harbor was target. Or even if the attack was certain.

At Midway We did not know the target of the Japanese attack, just the fact that we knew one was coming.
Our people in naval intelligence sent out a message that falsely claimed that Midway's water purification system was down. The Japanese made reference to it giving away the target.
Before Pearl the Imperial Gov't had sent a pair of negotiators to Washington.
Until the day before the attack is was unclear if one was coming.
If we knew and were going to allow it to happen, we could have limited the damage considerably. Simply by dispersing our planes late saturday so they would be in position and by shuffling the location of the the battleship, rather than leaving the in nice neat rows.
An attack that you can successfully defend your self from is still an attack, and still a valid cause for war..
So on this you are applying all your powers of creative interpretation.

We did limit it. All four carriers were sent out the day before. Midway was month after Pearl Harbor pookie. You need to go by history not the movie. The message was sent but lay on a desk. Remember it was the weekend.
