Foster Legal Rights

I recently started fostering a dog for a rescue. There was no signed contract, no home visit. I was told through facebook to pick up the dog here and did so.
The pups are now believed to be half wolf, the shelter is worried about liability and wants to surrender them to a sanctuary. The other fosters and I want to send them to New Jersey to a reputable wolf dog rescue who is willing to take them. The dogs have no aggression problems, what so ever.
What legal grounds do we have to stand on to surrender the pups to New Jersey against the rescue's will? Taking in mind that there was no contract between the rescue and any of the fosters.
