Caging of dog

Because my roommate Lori has failed to house train her dog Elsie, she leaves Elsie caged all day. Sometimes she ties Elsie up outside my window barking her head off until I text message her to bring the dog inside.

Her 5 year old son Jack is autistic and hits Elsie and I saw him throw the dog down a flight of stairs. She calls Elsie "Jack's dog".

Also, Elsie has missed meals and gone unknown amounts of time without food and water unless I sneak around at night when Lori is sleeping to refill water bowl in the tiny cage and take Elsie out. I can't help but take the dog out at night and walk around the yard to get exercise and do her business.

Because my roommate also takes constant financial advantage of me and makes a huge mess, I think I am justified in exposing her behavior on the internet here.

What would you do if you were in this situation? I am disabled with a mental illness, so it limits my objectivity and I am very upset with Lori.

Also, in spite of me contributing $42.00 for medication for kennel cough, Lori waited a least two weeks get the medication and the cough has persisted for many months as if the medication did but not a damn thing at all. I wonder if she even administered the medication properly, but she probably did... I don't know...

Please advise, all comments positive or negative are welcome. I just want to get this poor animal into the hands of a loving parent, not an abusive one.

I am prepare to take the appropriate action immediately, although talking with Lori about anything is extremely difficult as she does not respect me. Everything is always a mess here, and now she has her looser boyfriend living here. I asked her parents for money that she owes me, but they only yelled at Lori, who in turn gives me attitude.

Autism is tricky my nephews got it but with other mental health issue's underlying so he can be mean. Blame mother. She needs to correct her kid ,but i would report her. If shes not responsible she shouldn't have the dog. Also whose head of household u or her? get dog help and as bad as i feel to say this, kick her ass out or tell her u plan on moving. Just be careful if shes vengeful. Do what u feel is right. I'm not saying shes a bad person i don't know her obviously but she's not responsible, if u can't reason with her it's time to do something. I'm in a similar situation not quite as bad but i can definitely sympathize. Thats why it sux to have roommates lol.
