Yes that would seem to be the answer, but getting people off their duffs to do it, now there is part if the problem. When people get pets they should make it mandatoy, by law that they have to get these babies fixed or they will be arrested, fined , and serve jail time with no suspended sentenca allowed! Obiously tta large portion of pet owners are totally irresponsible so there is only a mandatory law to impliment ASP.

Yes that is their job, but unfortunately they don't aalways do their jobs.

I work for a shelter in South Dakota. I cannot beleive any shelter could go this low. They should be embarrassed and should all face criminal charges. Just remember that not all shelters are like that. Its these bad people that give the rest of us a bad rap!

Yes I know. There are a great many wonderful people out there that do care about these innocent little creatures and to them I give my respect and admiration. Thank you one and all and keep up the good work. Hopefully we all can make each and every shelter a No Kill facility, that is run with warmth and humanity, for there are many just like the one in Memphis,Tn. Shamefull. Have a good day, be safe :)

They say "don't judge a book by its cover" but I'd say this guy bucks the old adage ... he just LOOKS like an irresponsible dumbass -- I'm glad he's gone!
