WASHINGTON -- Your medical plan is facing an unexpected expense, so you probably are, too. It's a new,$63-per-head fee to cushion the cost of covering people with pre-existing conditions under President Barack Obama's health care overhaul.

The charge, buried in a recent regulation, works out to tens of millions of dollars for the largest companies, employers say. Most of that is likely to be passed on to workers.

Employee benefits lawyer Chantel Sheaks calls it a "sleeper issue" with significant financial consequences, particularly for large employers.

"Especially at a time when we are facing economic uncertainty,(companies will) be hit with a multi-million dollar assessment without getting anything back for it," said Sheaks, a principal at Buck Consultants, a Xerox subsidiary.

Based on figures provided in the regulation, employer and individual health plans covering an estimated 190 million Americans could owe the per-person fee.

The Obama administration says it is a temporary assessment levied for three years starting in 2014, designed to raise $25 billion. It starts at $63 and then declines.

Most of the money will go into a fund administered by the Health and Human Services Department. It will be used to cushion health insurance companies from the initial hard-to-predict costs of covering uninsured people with medical problems. Under the law, insurers will be forbidden from turning away the sick as of Jan. 1, 2014.

So, wait. Joseph, are you really saying that those of us with preexisting conditions and low incomes; like I who am currently fighting a recurrence of cancer; should simply die? How very "pro-life"of you. Further proof that the only stage of life that maters to you hypocrites is the fetal stage.

Simple fact: healthcare costs money. This is a step toward true universal healthcare, and one that without, I very well might die.

Would have been nice if we'd have been notified long ago about this, but as time goes on I suspect there will be a whole lot more little "gems" that bubble up costing taxpayers more and more and more. Kinda like the Chavez and Richardson syndrome but at the Nat'l level.

This lack of notification is what occurs when lawmakers DO NOT read the legislation they sign ahead of time.

Honestly, is anyone surprised?

This isn't about you specifically Silk, it's about a concept that is occurring and whether its the right direction and the hidden costs, or should I say those not articulated expediently. Don't take our comments personally.

No it's not about that...it's about transparency...being upfront with businesses and the American people. Do you really think people can afford $63 more taken out of their paycheck? Businesses? If businesses go bankrupt and less people have jobs it won't matter because this so-called pre-existing condition fee won't be able to be paid one way or another unless through IRS enforcement...imagine that...

Really...are you saying that you have such a me, me, me mentality you'd rather see everyone else taken down then figure out a better solution?

Which again still does NOT address the real issue...healthcare costs...

Look here is how it's going to go down...

Take a business...making plans for the next year or two...

Another fee they need to pay upon the continued rising health costs {which still IS NOT ADDRESSED BY THIS BILL}...they will decide either to not hire or to let go of an employee or two {they can't raise prices...at this time raising prices on product is not good...polls are showing that people are planning to spend less this christmas}, next they will decide to pass on all or part of this fee on current employees. Employees who have not seen a raise in years...and who have been struggling themselves who will in turn spend less and have less money for charities and churches who actually DO help with medical bills and less revenue for more businesses who already are stuggling too. This is the BEST scenario. The worst is that many of these businesses will not be able to afford this fee and either won't pay and get IRS penalties and then file bankruptcy and then more people will be out of a job. What about those who that WERE laid off earlier in this story? Homeless probably in a few months...on the government dole...which is unsustainable because there is not enough people working to pay taxes...all of this culminating STILL in you not being covered because not enough people are paying into the system.

But go ahead with your delusions...as we all are taken along with the progressive liberal 7 circles of hell ride...

Really? Lets see Obamacare pays for abortion...and UNLESS the IRS can collect this fee effectively {driving businesses and people into further bankruptcy and poverty} you're still not getting your healthcare...
