Neither.
The pilot was Jim Peters of the FAA.
You'd expect an FAA employee to be able to check the aircraft out before attempting to take off.
The plane was taking off from Hanscom. You'd expect Hanscom to be able to adequately check baggage for dangerous materials.
But, under Obama, we've come to realize that the Government is incompetent.
From the FAA, to IRS, to IRS, to Secret Service, to VA, to INS, nobody can do their job.
Is this the change you we're hoping for?
