Actually the war in Iraq was not started in response to violence. While some tend to believe that it was because of 9/11 it actually wasn't. Bush saw Saddam as a threat not only to the the middle east but to the world as a whole. Bush gave a time table for Saddam, his sons, and the regime to step down or there would be military action. So with that being said it wasn't in response to violence.
