sounds like Mr. Winters is in the Coast Guard, he is talking about boats. I was in the CG and they do not brag about what they have, unless they have nothing. we used to talk about stories of one and another and brag about how much one could drink. unless times have changed, which I doubt, he would be considered a disgrace to the Guard in whole.

Trying to understand what you have written. If you are saying that children who live in this country and have Spanish as their first language should be required to learn English, well that is already the case.
