As for the starting of armed conflicts: There have been five formal declarations of war against other countries. Which was also the majority in Congress that year. James Knox Polk was the President during the Mexican-American War, who was Democratic. The Congress during that war was also Democratic.

William McKinley was the President during the Spanish-American War and he was Republican. The Congress majority was also Republican. Woodrow Wilson was the president during WWI, he was Democratic. The Congress majority was also Democratic. Franklin Delano Roosevelt was the President During WWII and was Democratic. The Congress majority was also Democratic.

It's becoming more clear how mentally unbalanced Bargdahl was.
