Basically, it's all about feeling power and it's done in gangs. Minorities like blacks and hispanics create gangs far more than whites in prisons. Furthermore, these gangs would not attack and rape another inmate if it would mean any re-percussions, such as the inmate having contacts (outside prison) that would beat these gangs up.
