In the case of white on black rape black women have been historically conditioned not to report such things and that goes back as little as 40 years ago...An older black women who was working as a maid for a white family and was attacked by one of the younger gentlemen of the house said the word for it, used to be "BOYS WILL BE BOYS", that kind of thinking has been passed down for generations and will take years to change and as the playing field between the races evens i doubt minority women will keep silent on such issues....
