The logic is this: If police are looking for someone, telling the public that he "speaks spanish", will not help catch them, they gave the "description" of hispanic, because they know most people recognize that there is a certain look to most people of hispanic descent, and it's not the same as black.

In 1824, at least 6,000 African-Americans who were freed from slavery migrated from the United States to Samana, Dominican Republic. Today, it is estimated that 80% of the population in Samana is of African-American descent.

Why would so many free Blacks move from the United States to the Caribbean (besides the weather and beautiful beaches)? They left to escape racism. While many of the people who immigrated eventually left Haiti, there remained a strong Black American community in SamanŠ. In other parts of the country the free Blacks either left, dispersed, or intermarried with other people. This was not the case in SamanŠ. Consequently, the low population density on the peninsula allowed the U.S. Black emigrants to become significant cultural group in the region.
This group still practices Anglo-Dominican Methodism at a church that dates back to the 1830ís. Many still speak English, including Leticia. On my visit to this church I met a man named Abraham Kelly who also spoke to us in English. He is about 83 years old. The church service was in Spanish (but they were preformed in English up until Trujio forced them to switch to Spanish in the 1940ís). The fact that this church and its community has stayed cohesive while surrounded by predominantly Catholic and Spanish speaking people is incredible, keeping their religion and language alive.

Let me help you out again, the man is hispanic because he speaks Spanish, nothing more nothing less. This is in fact what Hispanic means.
It's implemented correlating with Spanish speaking people who are from Latin American countries.

That's what I thought. Which means that (like America) some of the inhabitants probably have African ancestry but not all of them do. So don't claim Dominicans as a whole are black when there are likely, black Dominicans, white Dominicans, Latino Dominicans etc.....

I'm not the one who needs help here. Let me help YOU out: it doesn't matter what the technical definition of hispanic is, those "spanish speaking people from Latin American countries" have a majority physical traits that's well recognized by the country, public and police, hence why they used Hispanic for a "description." If he was a "black hispanic"(which are minorities in Latin America)then they simply would have given his description as "black male"- plain and simple. You were the one who agreed that Dominicans are seen as black by one drop rule, and said Dominicans "were recognized as blacks, suspect or non suspect", and i provided proof that that's BS, case closed.
