so no one has been able to give me a straight answer yet on why PRs/Dominicans aren't black in america....

Things i've heard so far are: Well they have more native ancestry, and they're more "mixed"....and that's about it.

When PPL say 'Black', they are referring to 'traits' which define Sub-Saharan Africans. So are Dominicans & Puerto Ricans Black?? Some will be viewed as Black based off their physical traits but they are neither Africans or African Americans culturally & I'm sure both groups want this to be recognized.

yeah but what ppl aren't seeming to get is that these traits which "define sub-saharan africans" are not in a lot of blacks in the US, but they are still considered black. Such as mariah carey. She doesn't look stereotypically AA, but she is considered black in the USA (her father is a black venezuelan and mother is white). When mariah started with R and B, people did think she was white until they looked at her closely and saw that her parent (dad) was black and next thing you know she's dating nick cannon because guess what, she identifies as black.(although in certain circumstances admitedly she may "pass for white")

Many PPL in the world are admixed but a lot of times physically 'traits' which are Native to certain regions of the world dominate PPL who are technically admixed, so they kinda cluster with those PPL while other admixed PPL cluster with others. It seems Nature want to PRESERVE certain physical traits which is why they survive among PPL who are NOT pure.

Mariah Carey is considered Black because she was born in North America. Her physical traits are more closer to many Latinas IMO & many of them view themselves as a distinctive racial group & even if they are, the one's who have obvious Sub-Saharan traits will be seen as Black even tho they have admixture like Mariah Carey. If that make sense.

Here is Puerto Rico's real history:

Just keep in mind that of the 77 towns on the Island, all of the interior (Cordillera Mountain Region) were settled by Europeans during the mid-to-late 1800s, which historically speaking was yesterday. Natives were essentially gone from the landscape 3 centuries before and Sub-Saharan slavery was NEVER much of a presence since slavery was banished in the late 1800s.

And not one of these towns was a slave port (on the coast only)or had many plantations.

Slavery in Puerto Rico NEVER reached the social, economic or commercial scope that it did in Hispaniola (Dominican Republic and Haiti), Cuba or Jamaica.

When slavery did exist in Puerto Rico, it was present almost exclusively in the coastal ports, while the central region of the Island remained essentially uninhabited til the 1800s.

So while that may be YOUR DNA profile, those DNA profiles vary greatly from region to region. These central Island areas were settled primarily by EUROPEAN immigrants who came from Maritime Spanish Provinces of Mallorca and Canary Islands, all regions of Iberian Spain, Corsica and French (white) emigres who fled Haiti during the Slave Revolts that chased the the white planters off the Island.

Irish immigrants, German merchants and even documented English, Dutch and Danish families fleeing to an Island that had NO history of civil war came also and stayed.

Even White colonists from mainland South America (especially Venezuela) came to settle in Puerto Rico to flee the continuous colonial chaos they could no longer live under.

In fact, there is documented immigration from French Louisiana of people known today as "Cajuns" who the fledgling "USA" purchased the Louisiana Territory in 1803, fled to Puerto Rico to re-establish their agrarian farms.

They fled because they were French and often Spanish-speaking Catholics and they knew that life would be difficult for them when English-Speaking "American" Yankees would take over.

So in recap. ALL of Puerto Rico is NOT ONE BIG race orgy. You will find people who are predominantly or even exclusively European, Sub-Saharan (a minority), and to lesser degree "indigenous".

That's my point & even some PR themselves who are admixed view themselves as white. That's how we view PPL who are admixed when certain physical traits dominate.
