Banks and Companies mad mad loot during Peonage, after the so-called Civil War, Africans were "physically" freed and the Cave People in the Southern States conjured up BS laws against Africans that were almost impossible to follow because Africans were not aware of them! There were laws that stated if Cave People are walking towards you on the sidewalk, Africans would have to step aside. If Africans go to a bar to have a drink, Cave Men would be watching to see if they leave drunk, at times sober and would frame them on BS charges. Peonage would allow Africans, mostly males, to be taken away to prisons, most never heard from again to go to work for nothing.Some died. There was a prison in Alabama made millions doing this and it spread throughout the south.

Peonage existed historically during the colonial period, especially in Latin America and areas of Spanish rule, as well as in the Southern United States after the American Civil War. Whites used the "Black Codes" and other systems to gain the forced labor of African Americans after slavery was abolished.

We still relish the 3/5ths of a person in the United States Constitution. However, no-one has actually endorsed a revision of the original Constitution. Adding amendments is not the answer.
