WHY would they stop the digging? Am sure the surviving family member's would like their loved one's bodies for a decent burial.

Perhaps if you'd stop projecting your ideals on other cultures and make an effort to understand them, you'd know why they stopped digging.
The answer to WHY was right in the article.
"He says that religious leaders in the area recommended that they leave the bodies buried under the hill and rename it Martyrs Hill."
