A storm is brewing over Afghanistan's Southeast. In the distance a low growl of thunder rumbles through Paktia province's deforested peaks, but for now its capital Gardez is eerily quiet except for the swirls of dust whipped up by wind, spiraling through the town's pot-holed streets.
