An Tustin police officer was "reasonable and justified" in shooting a 46-year-old man in November 2012, the Orange County District Attorney's office said in a letter released Thursday outlining the results of its investigation. Investigators said the officer chose to shoot Larry Hernandez, Jr., who survived, because he was armed and pointing his loaded gun "indiscriminately" inside his apartment where his girlfriend and her children were present. SANTA ANA City Council members scrambled to address the illegal fireworks issue leading up to July 4, approving a $1,000 fine, but that did little, if anything, to deter disruptive activity. Police have arrested a 30-year-old man on suspicion of killing a man who investigators say was possibly the wrong target of a Santa Ana gang rivalry. On Sunday evening, 52-year-old Eliu Armando Gramajo was shot and killed while working in his food truck in the 1700 block of South Evergreen Street, according to the Santa Ana Police Department.
