    An East Greenbush police officer was arrested Tuesday and charged with possession of stolen property as part of an investigation by the state attorney general's office.     At least nine times since April 2016, police have shot someone in an encounter in the Capital Region that has either led to an injury or death. Those cases include an elementary school teacher who police say orchestrated his own suicide, a Schenectady man shot by police in an incident captured on a Facebook Live video, and the shooting of a black man whose family disputes police claims that he was armed.

    A man who once publicly cursed at city leaders is accused of stomping on a cat, then picking it up and swinging it against a tree after it had been struck by a car last month. Earlier this week, Donald Birch, well known around City Hall and the police station, pleaded not guilty in City Court to felony aggravated cruelty to animals.

    City police said an investigation into a report of an alleged assault in late July, which the victim characterized as an example of the "knockout game" happening locally, has turned up no evidence that an incident occurred in the area reported. A Schenectady woman, Rayn Boncie, told police that early on July 31 she was walking alone near the Union College campus.
