A jury is set to deliver its verdict Friday in the case of a man charged with kidnapping and raping a 10-year-old girl in the San Fernando Valley, before releasing her and fleeing to Mexico. If there had been cameras to catch the image of the license plate of the car used in the drive-by shooting of two men one Sunday morning in 2003, then maybe their killers would have been caught. “If we had automated license plate readers, we would have caught the suspects,” said San Fernando Police Chief Tony Vairo.
