A disabled Delaware couple has filed a federal suit against the state police department after officers beat and used a stun gun on the husband when his quadriplegic wife failed to follow orders to stand up because, ahem , she couldn't, according to The News Journal . The couple, Ruther and Lisa Hayes of Rehoboth Beach, Delaware, claim that police commanders failed to train officers in the "constitutional bounds and limits concerning the use of force, especially when it came to interactions with disabled people," the report says. Police reports say, 23-year-old Christine Brown and 36-year-old Kevin Worrell, both of Rehoboth Beach, were arrested and charged with the robberies at the end of last month at Dunkin' Donuts in Long Neck and the Subway and TD Bank in Rehoboth Beach. According to investigators, on Tuesday they received information that Brown and Worrell may be at a home on Fisher Road operating a red Ford Escort. Comment?

A physically and mentally disabled couple said Delaware police beat the husband during an early morning drug raid at a relative's home. The Rehoboth Beach couple said state police found Ruther Hayes, a disabled veteran who takes medication for schizophrenia, giving a sponge bath to his wife, Lisa, when they burst into her mother's home June 30, 2014, looking for two relatives, reported The News Journal . Seven of the 12 men arrested in July on public lewdness related charges in a gay male cruising area near Rehoboth Beach have accepted an offer by prosecutors to enter a program for first time offenders that's expected to lead to the dismissal of the charges against them. According to information released by the Delaware Department of Justice, at the request of state prosecutors, the seven men were sentenced in court to "probation before judgment" after agreeing to plead guilty and pay a fine.
