    The concern comes after the county revealed last week that it recently paid $1.5 million to the mother of a 17-year-old Randallstown boy who died in 2012 after allegedly being chased and placed in a chokehold by an off-duty officer James Laboard after the teen and a group of boys reportedly threw rocks at the officer's house. Ellen Kobler, a spokeswoman for Baltimore County Executive Kevin Kamenetz confirmed that the county will make an initial payment of $550,000 to the family of Christopher Brown and will pay the rest of the money over the next 17 years.
