  • Man charged in Lowell shooting claims self defense

    A 24-year-old Amherst, N.H., man is being held without bail as he faces accusations he shot a 23-year-old father-of-two from Lowell in the head during a previously unreported incident on Somerset Street in Lowell's Highlands neighborhood last month. But police reports say Jared Gil, of Amherst, N.H., told a Lawrence police officer his father knows that he fired the gunshots in Lowell in self-defense after three armed men attacked his vehicle and opened fire first, shooting out his car's back window.

  • Local business owner not guilty in alleged insurance...

    The co-owner of a well-known Lowell restaurant and bar who was accused of masterminding a plot to burn down a Brookline home in a scheme to collect insurance money was acquitted by a jury on Monday. Alan Kaplan, of Brookline, was indicted in 2015 on charges of arson of a dwelling house, burning a building, accessory before the fact and burning a building to defraud an insurer, according to court records.

    Tewksbury police Officer Michael Maccario, with help from two colleagues, made an arrest in a series of vehicle break ins early Monday morning even before the victims of the crimes realized anything was amiss. And the suspect who drew Maccario's attention is now being held on $750 cash bail, in large part due to a criminal history with over 122 entries, and a recently completed prison sentence for a similar crime, according to police reports.

    A 26-year-old Methuen man is being held without bail pending a dangerousness hearing as he faces firearms, assault and robbery charges in connection with an early Sunday morning robbery and incident of gunfire in the Acre neighborhood. Judge Michael Brooks ordered Nelson Rivera, 26, of 125 Swan St., Methuen, held without bail pending a dangerousness hearing scheduled for Dec. 6, according to court records.

    Four months after the New Hampshire Attorney General's Office determined a 22-year-old New Hampshire man acted in self-defense when he fatally shot Cole Kinney, three Lowell men who were with Kinney when he died were quietly indicted on robbery charges. Those indictments were handed down by a grand jury on the same day Kinney's killer, Devin Rios, of Derry, N.H., was indicted on a charge of attempted sale of marijuana, according to court records.

  • Lowell man guilty in stabbing, assault

    A 24-year-old Lowell man was sentenced to a year in jail and three years of probation after pleading guilty to punching a teenage girl and stabbing a 26-year-old man who intervened during an incident in downtown Lowell. Mayson Ortiz, who was homeless at the time of his arrest, pleaded guilty to assault and battery with a dangerous weapon, assault and battery, and two counts of larceny from a person.

  • Lowell High student with knife charged with assault

    A boy who attends Lowell High School will face criminal charges in juvenile court after he was arrested for assaulting another student with a knife at the high school on Monday afternoon. In a letter sent home to parents, Head of School Marianne Busteed said the assault involving a knife occurred about 1:30 p.m., and resulted in no injuries to either students or staff.

    Twenty-one-year-old Cedric Dalomba, of Providence, was taken into custody Saturday night in connection with the Pawtucket shooting that killed city resident 20-year-old Marcelino Debarros. Debarros and his cousin, 23-year-old Jalin Braxton, were found early Saturday with gunshot wounds.

  • Lowell crime was down 7 percent in August

    Crime throughout the city was down 7 percent in August, compared to the same month in 2016, according to a Lowell Police Department report delivered to the City Council on Tuesday. Between 2012 and 2016, there was a 28 percent drop in overall crime and a 25 percent decrease in Class A offenses for the same month , which includes most violent crimes.

    A 46-year-old Lowell man with a lengthy criminal history was sentenced to 2 1/2 to 3 years in prison, followed by 5 years of probation after pleading guilty to over a dozen charges in a case in which he repeatedly abused an ex-girlfriend. John Michelin, of 414 Jean Ave., faced significantly more prison time than he was sentenced to, but his attorney, Ryan Sullivan, argued that probation was the best way to force Michelin to deal with the drug addiction that drove his actions.

  • Lowell men charged with armed robbery

    A pair of Lowell men who allegedly robbed a 26-year-old man on Middle Street Tuesday afternoon were ordered held on $500 cash bail at their arraignments. Jonathan Silva, 33, of 89 Concord St., and Sean Palmer, 28, of 348 Riverside St., were both charged with armed robbery after police stopped a vehicle they were in as they fled the scene of the robbery, according to a police report.

    Prosecutors dropped all charges faced by a 30-year-old Lowell man who was accused of firing two gunshots at a man in a car near Merrimack and Cabot streets last year because a key witness in the case refused to testify, according to court records. David Cifredo was arrested in July of last year and accused of firing two gunshots at a vehicle near the intersection, with one of the bullets striking the alleged victim's car, according to police.

    A 25-year-old Ayer man who shot his sleeping 70-year-old neighbor in the ankle when he fired several rounds from a handgun into an apartment wall was sentenced to 7-81/2 years in prison after pleading guilty to 16 criminal charges. Treyvon Choate, formerly of Lowell, was arrested shortly after the 70-year-old woman was shot inside her apartment at 26 Harvard Road, in Ayer, about midnight on March 2, 2016.

First time oui in Ma $500 reinstatement fee and $500 for taking the breathalyzer.
My son was arrested for a dui, went to court got a 45 day suspension has to take the alcohol program which he is doing and everything required. He got a letter from the registry stating he can get his license back (the 45 days is up) for $500.00 when he went the other day he was told it is $1000.00 because he TOOK THE breathalyzer. Is this correct?
If the case was settled within the first 30 days, then it should be only $500. But if the 30 day suspension expired,...

I was pulled over for marked lane violation. I volunteered for sobriety test, which I marginally failed. Then I was arrested by state police and taken to police station. There I took breathalyzer test and results were 0.13. This was my first time being charged with anything. I am debating if I should go to trial or take a plea. If as a first offender I take the plea (24D program) what impact will that have.

I am a mailman, who needs my license to perform my job duties. I was arrested on 8/17/15 for OUI, and went to trial on 11/17/15 and was found guilty of a 2nd, first offense OUI. My actual first offense was 15 (Sep. 2000) years earlier but, thanks to Melanie's Law, my family and I are severely punished. I haven't been able to receive unemployment since I was on leave from the post office so that I wouldn't lose seniority in case my OUI was thrown out or I was able to get a hardship. That's 3 and a half months without driving, without employment. My livelihood is at stake. I've a wife, 7 year-old boy and 16 month old girl. I've taken my driver retraining, signed up for my DD classes. Now, I'm told, due to a clerical error, stating 9024Di instead of 9024D, I cannot get aa hardship license for at least one year. Even if the hearing officer called and asked the error to be changed, I'd still be denied a hardship because they can't place an interlock device on my work vehicle. Which means, I can't go back to work. My family and I are really suffering with this. I need help. I cannot go without a license. I need my job to pay the fees and fines and livelihood. Is there anything I can do?

In 2003 I had my drivers license suspended for 10 years for motor vehicle homicide, while driving drunk and negligently.
I tried to get my drivers license back in 2012 and had a hearing at the Board of Appeals. The BOA upheld the RMV's decision to keep my license suspension in effect. Are there any other avenues for me to take to try to get my drivers license suspension rescinded? I need to drive to support my family. I have been without my drivers license since 2003. After a CWOF for OUI, my suspension period of 45days was up. The hearings officer said I had to pay $1000. Is this correct??
The RMV stated I needed to pay a $500 after my admin. suspension of 30days to reinstate my license; however, my court date and ruling was two weeks after that date so I waited to pay until after that date. I was given an additional 45 days and CWOF. The hearings officer said I was to pay $500 to reinstate my license for the admin suspension AND $500 for the court suspension. All I've read so far says I should only be paying one reinstatement fee not two.
