What happens when you refuse to blow, but they do a blood draw?

a friend an i went over to a freinds house, in my car my friend was driving. i had been drinking. Long story short, my friend left me and my car there. The police were called after guy kept saying he was gonna kick my @$$. They claimed I showed up drunk and alone. The police arrived I approached them and was immediately greeted with a breathalyzer. obviously failed it and was arrested. Later in court my DUI was completely dropped. But because I was charged with a DUI and had positive breathalyzer the DMV has it on file I was driving while intoxicated. I have to pay for a reinstatement fee, satop, interlock device, and sr22 ins. And that on my driving record.

I have had 8 DWI's and went to DOC for 3 yrs. refused breathalyzer's and wondering if I can still get a hardship license.

I was arrested on 9-15-2012 for a DWI-drugs, I failed the sobriety test because of my usual unsteady balance, and a recently fractured foot. my blood pressure was also high I found out later that day..which explains my dizziness. I was taken for a BAC then booked into jail, and released. I have tried on many occasions to speak with the court clerk with no luck. they have not gotten my BAC back, (I was not drinking at all and had only been taking medications prescribed to me, and none would have affected my driving) so what should I do to find out something? I have already lost my licence nearly 3 monthes and under MO law (even if my case is dismissed The DMV will still require me to lose licence 30-90 days, get SR22 insurance, and attend SATOP classes which I think is so unfair!!) Is there a way to drop a DUI charge from a Missouri record if it didn't occur in MO?
My husband was arrested for DUI in Minnesota. When arrested, he had a MO license but was going to school and living in MN. He took care of all the MN requirements to reinstate his license, including paying the MN reinstatement fee, but at the DMV in MN was denied due to the fact that MO had flagged him as an 'invalid driver.' He was then told to call MO- now they also want him to take the classes they require and pay the MO reinstatement fees (event though he would not be getting a MO license anyways) even though the conviction took place in MN and all requirements in MN were met, and he lived in MN at the time. Additionally, this took place nearly 2 years after his MO license expired (he had a MN state ID in the meantime- after conviction but for 2 years before trying to get his license back, issued as a MN license). Additionally, MO will require him to carry an SR-22 which MN does NOT require after a DUI; increasing his insurance costs significantly over the next few years. How can we get MO to drop these ridiculous requirement when he didn't live in MO at the time, and the DUI didn't take place in MO either?
