A 32-year-old Essexville man with a lengthy criminal record is facing nine new offenses after allegedly shooting out another vehicle's tire and leading police on a high-speed car chase. Bay County District Judge Timothy J. Kelly on Monday, Dec. 5, arraigned Joel P. Stagray on four counts of felony firearm and single counts of discharging a weapon at a building, felon in possession of a firearm, felon in possession of ammunition, transporting a loaded firearm in a motor vehicle, and third-degree fleeing and eluding police.
