Suspect throws contraband over RiCI fence, steals car
Area agencies are teaming up to track down a man suspected of throwing contraband over the fence at the Richland Correctional Institution Sunday morning and stealing a vehicle in an attempt to evade authorities.
Drug crimes grew in 2013
