I was in prison and I worked dog kennels for years. Dogs can be lost that is for sure but to lose that many dogs at one time tells me that (1) the officer involved was not watching his dogs and pushed them way to hard (2) the inmate handlers should have known their dogs enough to know that they were in trouble. Prison officals can say all they want to about this but bottom line is those people should never be around those dogs again.
