Charges filed in woman's death

By Jan Rahn Managing Editor Charges have been filed in Perkins County Court against Benjamin J. Pelster, 32, of rural Elsie for motor vehicle homicide, a Class I Misdemeanor, in the death of 28-year-old Debra Palser of Elsie on July 13, two-and-a-half miles east of Elsie.
