State police say there are no criminal charges expected against a Massena man who struck and killed a pedestrian in Jefferson County. On Aug. 7 around 1:28 a.m., James T. Ashley, 29, was traveling south in a 2002 Chevrolet Avalanche on state Route 12, just north of Cherry Street in West Turin, when he approached a tractor-trailer parked along the north shoulder of the roadway across from the entrance of a gas station, police said.
