Was the 4 year old boy heading to the park with an adult, alone or what??? If he was alone, what parent(and I am not bashing the parents here because the 14 year old is to blame) let's a 4 year old alone outside without supervision? Parents, keep a close eye on your kids, who cares if people think your are paranoid, you can't trust ANYONE anymore and that is very sad.
