Following a tour of Ray Brook Prison in Essex County, U.S. Senator Charles Schumer said the facility is "seriously understaffed," falling 10.6 percent short of the number recommended by the federal Bureau of Prisons and at the same time over capacity, with 64.2 percent more inmates than the facility was designed to hold safely.
