Eddy County women's jail empty for three years due to lack of certified officers

Captain Mike Ingram, interim warden at the Eddy County Detention Center, is attacking staff shortages by making changes in employees' hourly schedule and finding ways to get certified detention officers on the floor with inmates rather than handling clerical jobs that do not require detention experience.
