the only reason wolff is not sworn in, is because he cannot find a judge with gonads big enough to do it. Brock could but he afraid he'll piss off the black community, which is where his voter base is, so remember that the next time Brock comes up for re-election.

The only reason Wolff was given the mayor position was bc he CHEATED! Fake voter ballots was his only way in! Judge Brock is a criminal himself so he gave a criminal the mayor position. The black community is not big fans the the older Judge Jeff Brock. So think about that!
