Bill, like his sister, her husband and their little band of outlaws were the ones who benefited from the Chowan Hospital money. Everyone knows its true. How it got swept under the rug is so hard to believe. They caused everyones taxes to go up and cost the few "good" townspeople alot of money. All while they smile in your face and try to portray themselves somehow as victims.
