Man Charged With Assaulting Sleeping Bus Rider
A North Carolina man is charged with sex crimes in both North Dakota and Minnesota in connection with an alleged incident aboard a Greyhound bus.
Thirty-nine-year-old Giir Biar of Charlotte is accused of inappropriately touching a sleeping woman passenger on the bus early Thursday morning.
He's charged with sexual assault in North Dakota's Cass County and with two counts of criminal sexual conduct in Minnesota's Clay County. The counties border one another.
Biar's bail is set at $10,000.

Wisconsin County Vote Might Help MN's Clay County
Cass County residents are being asked to approve a sales tax that might also benefit Minnesota's Clay County, where the proposal is not on the ballot.
Casselton Mayor Ed McConnell said he has heard grumblings that the tax would be levied only in Cass County, yet the economic development group pitching the proposal also covers the county across the Red River.
"If they make sure it (the tax money) stays on the North Dakota side of the river, it probably would be good for us," McConnell said.
