School district passes budget without tax hike

Berkeley County School Board unanimously passed a $223.5 million budget for the 2014-2015 fiscal year, which began June 30. Despite the budget not dipping into the fund balance, like last year's budget, and an increase to the budget by more than $8 million, there is no increase in millage, the rate at which properties are taxed in the county.
