United Airlines' policy requiring some agencies to use their own merchant accounts to book UAL as of July 20 is a radical new cost shifting scheme in the US marketplace, according to Kevin Mitchell, president of the Business Travel Coalition , which is working with ASTA and other industry groups on this issue.
