Alfred California utility regulators in a ruling released Friday have requested changes to a multibillion-dollar settlement proposal for leftover costs associated with the breakdown of the San Onofre nuclear plant. The changes from the California Public Utilities Commission would give utility customers a larger stake in the outcome of insurance and legal claims, but leaves fundamental provisions of the agreement intact.
