My wife and I have sailed on RCCL from Galveston numerous times. I am not familiar with the pilot polices as indicated in the article, but I think that Galveston raising prices could force RCCL, and perhaps other cruise lines, from sailing from Galveston and that would severely hurt business on an island recovering from a recent devastating hurricane.

I do believe they have a new port in the Seabrook area that RCCL would love to use at a cost reduction. In today's environment certainloy the Galveston Pilot's shoulodn't be asking for more $$$$, they're over-paid as is.
