This happens because wreckless and sometimes homicidal law enforcement personnel LOOK for a reason to fire their weapons at the citizens they serve. This situation was already assessed for the respondent, before the respondent even arrived at the scene. The dispatcher relayed information to the repondent which can easily be used to support the use of deadly force (i.e. possesion of handgun, intoxication, apprehensive, combatitive, etc.)- and the respondent behaves accordingly. Do you know why? Because every single armed civilian employee already knows that if the reasoning for the use of deadly force is there - then deadly force can be used reagardless of circumstances AND THEY GET AWAY WITH IT EVERY TIME!!! Theres a shared and proven mis-interpretation of common Administrative code in most states that allows any public employee in a uniform with a weapon to commit murder - and get away with it according to circumstance. But can common citizens defending themselves claim circumstance - no. These occurrences will only become more frequent until new Federal legislation require law enforcement personnel be treated as suspects when they kill - regardless of circumstances; and that includes wearing a uniform and carrying a badge. On another note: I like the way the Judge exceeded the Freedom of Information Act and bestowed his powers upon the custodians of the video recording in permitting them to withold it...typical.
