Why help DePaul, but not Wrigley?

Let me see if I understand this. The city of Chicago refuses to give the Chicago Cubs a single dollar of taxpayer money - which I agree with - to rebuild Wrigley Field, the third largest tourist attraction in the state of Illinois and the host of 81 games annually.
