So, to be clear: The reporter says that the campus is to be closed. The article says it is under consideration. Undoubtedly the campus will be relocated, but why a headline that states that the action has already taken place?

Why's the title wrong? Well, this is the Redlands Daily Facts we're talking about. With them, equal chance the article is wrong and the title is right. Or most likely both wrong.
