I believe Arturo earnrd an administrative credential so he could run for that office.
Next time he is challenged for that job, be sure to put a "Run again Arturo" bumper sticker on your car. But place it on the front bumper.
Hopefully there will be someone to run against him! And maybe those who DID vote for him last time have gotten some sense sent to their brain.

Did anyone read about the latest incident at a Willows school last week? A P. E. teacher overheard two or three girls talking about beating up another girl. Teach wrote up an 'action report' placed it on the VP's desk (he wasn't even at the school those days) and didn't do anything else. The NEXT DAY, same teach 'stepped out' of the gym during classtime and the girls beat up their victim. IN CLASS! Were the girls arrested? Nope. They were cited and released to their parents. The victim had had trouble with these same girls before but nothing was done then either. Can anyone spell law suit?

As a note, a juvenile that is issued a citation for a misdemeanor offense has been arrested. The citation is, effectively, a release from custody on a promise to appear in court when called. It means that the juveniles were released into the custody of their parents rather than booked into juvenile hall. The juvenile hall is rather full these days, so they tend to release misdemeanor suspects to their parents rather than tie up limited beds and staff at the hall. Had the police booked the juveniles, they would have just been released to the parents anyway - the release would only have been delayed by an hour or less.

Even adults can be issued citation in lieu of booking for misdemeanor offenses. It is not an uncommon practice.

Chuck you are up to par on just about everything. You are either in law enforcement, education or something closely related to that. Thanks for feedback. Wouldn't the teacher be liable for something like this? Knowing what was going to happen and all she did was write a report and then leaving those particular students alone in a classroom while she 'stepped out'. Doesn't sound right to me and I worked with teachers for nearly 30 years. Never had a teacher be that irresponsible.

I have heard two completely contradictory accounts of what was known or done prior to the assault. Whether any liability MIGHT attach to the teacher will depend on the actual details. Two girls grousing at another is not likely to require an aggressive response. An actual, credible threat might.

Before we assume the teacher did anything wrong, we might want to know exactly what the teacher knew and what he or she did with that knowledge.

Any improper action by the teacher would be a personnel matter, or, an issue of civil litigation should the victim sue on some grounds. However, given the level of injury, it is doubtful that any serious civil suit could be made. But, anything is possible.

Why are so many more girls getting into trouble? More in prison, more killing their children or selling them, more teachers screwing their students. What is going on? Do you know why Chuck?

Do I "KNOW"? Not really. I can speculate, I can cite studies, but I cannot possibly "know."

In a nutshell I suspect it has to do with a couple of things - deteriorating values, and, more sensationalist (or encompassing) news coverage. Increased news coverage can give an impression of facts that are not true. For instance, when a southern California school district instituted a new policy of reporting minor on campus assaults to the police, the increased crime numbers gave the impression that crime on campus increased 400% when, in fact, it was the reporting that changed, not that the incidents had increased.

Another real change that HAS come about in recent years is acknowledgment by the criminal justice system that females are capable of violent crimes. For many years we treated females as the "gentler sex" much as we long considered juvenile offenders as misunderstood delinquents rather than violent thugs. We have slowly come around to acknowledging that juveniles are capable of evil, but have limited that acknowledgment to MALE juveniles, in large part. I suspect that our realization that females are capable of violent crimes has led to a rise in arrests and crimes involving female suspects.

As you probably know, there is a vast amount of info out there on the topic and it makes for interesting research. The best studies can be found in the peer-reviewed journals and some summaries on government criminal justice sites.

The special ed teacher IS Johnson's daughter. No credential; was hired without it (credential teahcer(s) also applied) and has taught years without it.
Was Johnson's daughter hired - sans credential - before, during or after Joni Samples' years at helm of GCOE?

I think during Joni's tenure. Does anyone else know the exact time?

Well, if Johnson (teacher) was hired several years ago as 'confused and concerned' states, then yes she was hired during Joni Samples' time in office. Apparently in Barrera's haste to discount every thing Samples had done in office, that was overlooked conveniently. Unfortunately it looks as if Merilee is another Yes Sir Mr. B type. And Mr. B is absolutely not going to shake THAT tree. Perhaps looking up the credentials file, if you knew her first name as there are THOUSANDS of Johnsons teaching under temp credentials in California, might give an answer as to when she was hired.

Molly Cane Johnson. Doesn't show when she was originally hired, just when the "nonrenewable" internship credential was issued for at least the second time.

Is a "no nepotism allowed" rule or law in force at GCOE? Anyone know? Doesn't seem such a law or rule exists anywhere in Glenn County.

That's the unfortunate part. If no one knows about this, it will keep happening. And of course if anyone objects to it, they would have to face all those Barrera folks down there and this time it might include the Glenn County DA, strictly there to protect his wife from any harm of course. Meanwhile Molly may not be quite certifiable to teach handicapped children! Especially if she can't even get them on a bus to go home.

It is true that we have some of the best teachers around teaching at our schools in Willows. Our children are very fortunate. However, Mr. Barrera needs to be recalled, or fired like he did to some teachers and staff members who refused to kiss his aXX. He is a self serving jerk. He gives himself raises, while "good, well trained" teachers/staff were layed off so he could keep his "friends" in a job and in some cases create jobs for his friends. Or he just messes with some staff by moving them around to other schools. Our children are suffering with large classroom sizes, and little or no aides to help. Parents are already having to help teach our children at home. Whatever happened to our children learning at school? The poor teachers are overwhelmed by their huge workloads. The vice principal is running between schools trying to put fires out. There is "minimal" supervision. The first time a child gets really hurt, there will be a law suit... oh yes, that is right, a child did just get really hurt.... Some people need to stop lining their own pockets and put the money where it belongs... toward our children's education. Here we are with H1N1 going around killing people... everyone is in a panic, yet, Murdock School still does not have warm water for the children to wash their hands with. The water is so cold the children do not want to wash their hands... Think of the diseases being spread... The priorities out there should include warm water, and facets that they can simply put their hands under, and dryers, or paper towels that do not require touching. I bet Mr. Barrera's office has hot water in it's bathrooms. I'm tired of our children having to suffer at the expense of some self serving individuals.

Her job will be protected since her mother is friends with Mr. Barrera.

It was overlooked because of who her mother was. Mr. Barrera either fired, or harrassed those employees who showed any support for ms. Samples. Even if only he "believed" they supported her and not him. He has really screwed with a lot of people.

I think too much of Merilee's shenanigans are being blamed on Arturo. Cover up over her daughter leaving the child in the classroom. Harrassment of competent employees. Tampering with personnel files. etc. etc.
Glad someone actually brought this up. Yes, Merilee's actions are being blamed on Arturo, but he is the man in charge and should have a handle on whats happening in his office. Both Johnson kids were hired without credentials and the son, Casey Johnson, finally got his but after a number of years (6?) without one while being paid a teachers salary. Ms. Molly Cane Johnson took over the special ed classroom at the high school about 6 years ago and DOES not have a credential...the GCOE, during Joni's reign, completely changed the class curriculum from an academic bent to LifeSkills...whatever that means. These kids graduate from some slammin' good 8th grade classes only to stagnate in Molly's class. She takes them to Walmart, ostensibly to socialize, but it hasn't been uncommon to see the aids in charge of the students with Ms. Molly no where to be seen. She used to drop some of the girls off at Curves and leave them there unsupervised by any school employee. GO Figure. As for the student abandoned in the class room, the bus driver was not only publicy blamed, but was officially reprimanded by GCOE. She resigned her position. How can any sane minded person believe someone 50yards away would be responsible for a medically fragile child left unattended by the teacher?? Absolute insanity! That students parents were intimidated into silence by the County because the speak english as a second language...wow, where's Mr. Crews (or anyone) to report on this one? Pays to be a Johnson.

The rumour mill is especially active, and interesting tales are coming at you from all sides. Don't believe everything you hear: there are people who will start gossip to further their own aims and you don't want to help them unwittingly. Similarly, don't reveal too much of yourself to those who you don't know intimately - keep your own counsel.
