A 22-year-old man from the state of Florida was arraigned Wednesday in Orange County Court on charges of manslaughter, criminally negligent homicide and four counts of second-degree assault, stemming from a head-on car crash last year that killed 18-year-old Brian Stevens of Port Jervis.
