West Monroe celebrates arrival of $4.75M for Sparta Reuse Project

West Monroe Mayor Dave Norris thought his city's Sparta Reuse Project had hit a dead end two years ago when he saw the price tag on the facility that would take some of the pressure off the receding aquifer that supplies drinking water to most of northeastern Louisiana and southern Arkansas.
