Officials from the three municipalities in Luzerne County that have emerged from Act 47 status offered that same piece of advice to Wilkes-Barre officials if the state should deem the city financially distressed. Facing a projected $3.5 million budget deficit next year, Mayor Tony George requested the designation for Wilkes-Barre under Act 47 - the Municipalities Financial Recovery Act - about two weeks ago.
