Student tuition and mandatory fees at South Dakota's six public universities have gone up a higher percentage than virtually every state in the region in the past six years -- a trend legislators and higher education officials say needs to change.

WASHINGTON - Linda Krsnak was weary of the male-dominated culture she was accustomed to growing up on a farm in Wentworth during the 1960s and 1970s, and knew she had to leave.

South Dakota Gov. Dennis Daugaard has signed into law a measure that sets up a state scholarship that will award money based on students' financial need.

The South Dakota Senate has endorsed a plan to create a new scholarship program that would award money based on students' financial needs.
