Franklin graduated with distinction from CCC with an associate's degree in 1972 after graduating from Corning East High School. He also earned a bachelor's degree in biology from the University at Buffalo and a doctoral degree at Palmer College of Chiropractic in Davenport, Iowa. Franklin has successfully operated a private chiropractic practice in Painted Post for 28 years. He also is employed by CCC as a visiting assistant professor of human anatomy and physiology in the Biology/Chemistry Department. Franklin is president of the CCC Alumni Association, an active member of the Painted Post Municipal Volunteer Fire Department, mayor of Painted Post and chairman of the Painted Post Republican Committee.
